Heat the oil in a large skillet. Sauté the onion and garlic until golden and fragrant, about 3-4 minutes.
Add the ground beef and cook over medium-high heat, stirring constantly until it loses its pink color, about 5-6 minutes.
Stir in the tomato paste and mix well. Add the crushed tomato and dry wine. Mix everything together evenly.
Add cumin, salt and pepper to taste. Cook over medium heat for 5 minutes so the flavors blend together.
Incorporate the olives and raisins. Simmer for 5-7 more minutes until the picadillo reaches a thick consistency. Adjust seasoning if needed.
